Henley Passport Index 2025 Reveals Global Mobility Rankings

Singapore holds the title of the world’s most powerful passport, while India ranks 80th, sharing its position with Algeria, Equatorial Guinea, and Tajikistan, according to the 2025 Henley Passport Index.

The index, published by Henley & Partners, ranks 199 passports based on the number of visa-free or visa-on-arrival destinations they can access. The data is sourced from the International Air Transport Association (IATA).

Top and Bottom Rankings

  • Singapore leads the index with access to 193 countries.
  • Japan and South Korea share the second spot with access to 190 countries.
  • Denmark, Finland, France, Germany, Ireland, Italy, and Spain share the third position with access to 189 countries.
  • Afghanistan ranks last (99th place) with access to only 25 countries, followed by Syria (98th, 27 countries) and Iraq (97th, 30 countries).

Major Trends and Changes

  • Japan dropped to second place but gained back visa-free access to China after COVID restrictions.
  • UAE climbed 32 spots in a decade, now ranking 10th with visa-free access to 185 destinations.
  • China has made significant progress, moving from 94th place in 2015 to 60th in 2025, gaining visa-free access to 29 more countries last year alone.
  • Venezuela and the US have seen a decline in rankings. Experts suggest US visa-free access may decrease further due to inward-looking political policies.

The research also highlights rising visa rejection rates, particularly in Africa, where Comoros faces the highest rejection rate (61.3%), followed by Guinea-Bissau (51%) and Ghana (47.5%).

Call for a Rethink on Global Citizenship

Henley & Partners Chairman Dr. Christian H. Kaelin emphasized the need to rethink citizenship policies, citing climate change, conflicts, and displacement as key factors impacting global mobility.
